She was underaged when she came into the USA, and she was admitted as a child of immigrants. Her brother qualified to come into the USA the same way she did - family reunification, or as Trump calls it "chain migration".

That doesn't take a rocket scientist to figure out. You don't have the common sense God gave a goose.
