San Francisco's Black police chief said 3 years ago that he wouldn't be releasing most mugshots because he thinks it will give people the wrong idea about black criminals and blacks in general.
This is systemic-racism 101. The preferential treatment of a race by the government. This is Social-Justice as spelled out by Barack H. Obama.

Instead what it did was keep people from knowing who the criminals were in their city. Their identities were hidden from the public, and it was done hopefully to not fuel racism. But instead it fueled a massive increase in crime.
The point is that these decisions seem innocent on the surface but eventually turn out to be a big mistake. Thanks to political-correctness, and Social-Justice, crime has increased exponentially.
