The correct answer is no, it's not racism.

The selection of players is based on the team's evaluation/opinion of their skill sets. And in a lot of situations revolves around what the team can afford.

Just because an organization's roster of employees is tilted one way or another statistically concerning race, doesn't mean they have racist policies.
