Just look at Trumps civil cases for evidence.
Contractors suing Trump for non-payment, faced years of legal delay tactics, to the point it would cost them more to continue to persue the case, than they could possibly expect collect before going bankrupt..

Unfortunately, many people do that. The only trouble is, it's wrong but not illegal. If your morals are to do that, it's one way to become rich. If it's in your morals to rip of old folk as a tradesman, then it's another way to become rich.

I haven't lost a penny to anyone because they have to do staged payments. 25% upfront then progress payments so I'm always paid in advance. Then when I've done the work so nothing is owed, I don't carry on until the next advance. One customer learnt the hard way and had to find another contractor to finish off.

So the contractors are thick as fuck being in that position.

Those delays, were becuse Trump tried to delay. Over 100 lawsuits, motions, briefs and appeals all for the purpose of delaying judgement.

If a date gets pushed back it's because one party in the case filed a motion to push the date back for whatever reason. And that party was the defendant Trumpy.
The judge granted Trumpy his wish for a later date. No judge files a motion on behalf of one party. He rules on the motion.

In a criminal case, you have the 6th amendment and the speedy trials act. Which prevents the prosecution from delaying a case without the express acceptance of the delay by the defendant.
Any illegal delay is grounds for dismissal of all charges.
