What US really need to do is look at it as a business (that is why calling them terrorists is a bit stupid). They have Supply and Demand...
US has been trying to cut the supply but that has having very limited success because when it is reduced the price goes up and profit margin per kilo goes up... How sucessful has this been at reducing demand?
How about having free, top class rehab? Instead of criminalising drug use, treat it... Could even go down the Portugal route and legalise it while heavily regulating it but it is free on there healthcare.
Reduce the demand, it has had better success in other countries.

I will note that the profit margin on Drug Rehab is not the same as Private Prisons, so expect resistance.
