like most Germans I thought,that Luther had said so.
But it is just a legend.
whoever said it first, coined a fine sentence.

seems it was giving hope to Germans in the misery at the end of World War 2
Its hopeless. The Germans had a future. There is no future int the quote. ITs dumb and not well thought out. Perhaps there is context and there is more to the quote that will make sense.
In researching the quote its stated he never said it
 
I found that in the US this sentence has been attributed to Martin Luther King. Probably he was mixed up with Martin Luther? Though even Luther did not say so.
From what I read no one ever said it but someone had to make it up.
