If gun rights can ‘abridged’ / infringed upon, could voting rights also be abridged if politicians decided to push such a thing?

Although the Second reads “shall no be infringed” which leaves nothing left to question citizens have to pass exams and pass background checks to own guns….Would it benefit a certain Party if folks had to pass exams and checks to prove their knowledge, to prove that they understand cause and effect on a macro scale for example?
