Yeah, OP did not include enough context, he did not show what led up to the arrest (frankly I believe he omitted it on purpose), but if I were to guess, the woman probably got all up in their faces about it. Waving her arms up and down, asking pointed questions and then demanding an answer even as the officers told her to get out of the way, they have a job to do. I bet this is most likely what happened.
At the time they arrested her, they did not know anything yet. Had to bring someone in, question them a bit first.

Almost all their rounded up immigrants are here legally awaiting their cases to be adjudicated. They are catching almost zero criminals. The current policy is that it is illegal to be in the US if you are brown. Jackboot actions will be remembered and handled appropriately when rule of law is a thing again in the US. Literally nobody is saying it's illegal to be brown. Stop your theatrics. It's just so much more likely that a brown person is an illegal. ICE only has limited resources, they have to rely on profiling, in order to do their job given that they don't have an endless supply of funds. Will some innocent people be inconvenienced in the process? Of course. But if these brown citizens love the country, they will understand that illegals are a huge problem and the government is just trying to solve a problem. If they care, and if they are mature and they truly understand and empathize, they will make no stink about it and will try not to make ICE's job even harder than it already is.

That isn’t the law. Change the law if you think you have the votes. It is legal to apply for asylum from inside the US. Being in the US undocumented is not a disqualifying factor. You cant make up law.
