Why wouldn’t you prosecute him? It’s a crime.
You don't have to... why go through the expense... you can send him home for a plane ticket back to Syria.... if he committed a felony and people were injured then you would prosecute him and after he serves his term then you send him home....

Yes, when you're committing a crime, like endangering the lives of people in a theater. Protesting the government or just saying whatever dumb opinion you may have is protected speech, which the government can't arrest and prosecute you for. Opinions are not prosecutable or arrestable. These are not considered crimes in America.
Not allowing students access to their education and intimidating them, is not freedom of speech.
