Let's look at percapita. In West Virginia, 1 out 5 people are receiving full blown welfare or just short 20%

In NY, it's 13.9%.

Now, take into consideration that NY pays more to the Feds than they get back at a 1.07 rate. West Virginia is the opposite where it takes 1.04 tax dollars while paying in 1.0. That means that NY is paying for the poverty in West Virginia.

Out of the bottom 15 states, all but two are not considered deep red.
Even the poorest Blue State (New Mexico) it takes gives more to the Federals than it gets back.

No territory? Funny how South Dakota was once part of the Dakota Territories but they voted not only be break into North and South but to join the union as South Dakota. Next you are going to tell me that South Dakota was not the origin Suffrage state.
