I guess if and when legislation is ever created and voted on we will see with the result of the vote. A petition is not a vote and holds no legal value beyond suggesting enough people care about the issue to bring a question to a vote.

It discards the genuineness of the person's vote. I am totally not in favor of paying people to vote, it's wrong and is sacrilege to the entire process of voting.
