The authority for construction permits at the White House is primarily held by the National Capital Planning Commission (NCPC), which reviews construction and renovations on federal properties. However, the NCPC does not have jurisdiction over demolition or site preparation for federal buildings, including the White House. This means that while the NCPC can approve certain construction projects, it cannot prevent or approve demolition work that may occur before construction begins. The White House can initiate demolition and site preparation without NCPC prior approval, as executive discretion and internal administrative processes may allow for such actions.

depending on how the contract is written either the general contractor pulls permits or each trade pulls them,, sometimes its a mix and the plumber and electrician pulls their own,,
