on commercial jobs the contractor always pulls permits,,
depending on how the contract is written either the general contractor pulls permits or each trade pulls them,, sometimes its a mix and the plumber and electrician pulls their own,,
No, it is not either necessary nor legal for contractors to pull permits unless legally designated by contract to do so or are the property owners.
Permitting, like plans review and inspection are the responsibility of the property owner. Third parties aren’t recognized normally.
