The fire mains are part of the pressurized potable water infrastructure. You wouldn't want to pump unfiltered sea water into a fresh potable water system. You would need a new independent distribution system and they can't even maintain what they have now. I guess you could use firefighting tanker planes, but Newsome has probably sent them to Ukraine.

Tanker planes cannot be used in proximity to firefighters on structures.

Actually less vegetation in fire prone areas is a good thing, but you can't put salt water in fire hydrant lines because it is too corrosive.

Air drops using sea water is doable unless the waves are too high for the planes to safely dip into. Maybe some calm sea areas could be constructed using rock breakers off shore?

I think you will find that the coastline drops off too rapidly for that on most of the coastal areas.
