Many people who worked hard all their lives and couldn't afford dental insurance have a few options. But social welfare programs have criteria and rules.

dental schools offer cheap plans. There are free clinics in some areas. I have always been puzzled by people who do not access social welfare programs. Maybe stuck on stupid?
