There is some evidence however that if Trump was in office and pursued “not a penny” policy, then Ukraine would already fall by now.

Under that expectation, it would be completely natural to expect Putin to make his move, knowing he would face no consequences from the American White House. He did not, however, make that move, instead waiting until he was certain the American White House would act swiftly and decisively to cut him off at the knees, so claimeth the Quid Pro Joe apologists (you know who you are).
