It's been generally understood that Presidents have used such devices in the past. It started with a device that could replicate the signature as it was being written. Now, any document can be signed without POTUS being present. The aim was to alleviate the President from having to sign over and over document after document. It was NEVER meant to be a 'go to' substitute for a real, live POTUS which it seems is what we had for the past 4 years.
