Because the offer has been made of a vote on a specific date and specifically on that question. Senate Republicans do not have to grant that vote. It's a concession, and very likly the ONLY concession that Democrats can get out of this. It's a face-saver.

Schumer is lying. Thune has been very public with this offer.
"Look, we're not negotiating in public. Plain and simple," Schumer said when asked if Thune had made the offer. "Leader Thune has not come to me with any proposal at this point."

Not good enough to make the offer. Schumer expects Thune to come to him hat-in-hand. But I suppose he should go to AOC first. She said that Trump has to sign something before she will allow the government to be funded.
This is so transparent. Democrats do not want a vote on extending COVID Supplemental Subsidies for ACA. Which is very weird when they might actually win such a vote. MTG will vote for it, as would many other Republican lawmakers have consituents who the media has convinced are about to be asked to pay a couple of thousand per month in ACA premiums.
That don't really care about that, is my point. That was their negotiable demand, along with the half Billion for CPB. The nonegotiable is Medicaid for people granted "legal status" after crossing the border illegally during the Biden Administration.
That's what they mean when they tout a "Republican healthcare crises," that those "legalized" illegals will not get free healthcare and might self-deport with that as the last straw.
