Well, we don't know yet. If he spends gobs of money on something that will do the job of systems we already possess, then yes, he will have wasted money. On the other hand, if it has technology to make us more safe, especially if it can stop hypersonic missiles, then its not a waste.

It might even replace some older systems, which could help offset the cost. We dont know yet.
