So, I wrote the title and "is this already being discussed?" gives me two threads, the second of which is titled "Trump and Musk Saving America Billions of Dollars"

Well, I stumbled across an article that says "Trump unveils plans for 'Golden Dome' defence system"

"An initial sum of $25bn (£18.7bn) has been earmarked in a new budget bill - although the government has estimated it will end up costing much more than that over decades."

So he's saving money, and then going off spending this money, inevitably, on defense contractors for some kind of defense that Reagan came up with too.

Reagan got the US to spend $200 billion of the US's money on this. And for what? A system that wasn't what Reagan said it was.
