Stallone handled this situation perfect, no one got hurt after he made it on the scene.

This should be a standard training film for all officers who deal with this kind of crime.

LA in the 1980's had a Zombie Squad, for those situations which were too crazy for the Swat Team and the film Cobra told their story.

Whatever happened to those cardboard end cap displays with pouring juice running out by having a twisted piece of plastic turning on a motor? Loved those! Cheap and effective!
 
The best way is to send in a person in a hardened "iron man" suit, and just walk up and shoot the bastard.
 
Eh, Martin Riggs did it better. Quicker, too.
 
Now the hard part is to get the bad guy to go along with the script. You know. The part written for him might not be all that attractive.
