Carter didn't sell them weapons.
Actually he did, prior to 1979. But what happened in Sept of 1980 was Iraq invaded Iran, and they needed parts to fix the weapons they already had.

Carter allowed them to take over in Iran, by allowing the ayatollah to return in spit of the Shah's disagreement with that.

When the adults were in charge in Washington, we didn't have Hamas and Iran running wild, the Russians and Ukrainians at each other's throats, or Russia and China cozying up to our friends in North Korea and Africa.
Biden is supposed to be a "foreign relations expert" but has proven himself to be a doofus in the field with his tremendous failures.
