I can tell you're a little kid because you're stupid . the Constitution was amended to prohibit alcohol was then amended again to reverse that amendment 2/3 of the Senate and 2/3 of the house voted to prohibit it alcohol and put them in amendment into Constitution they also voted to repeal that with the 21st amendment if you actually went to school ,they don't teach this stuff anymore when you amend the bill the Senate can amend the house bill, the house can amend the Senate bill it's just a bill it's not a constitutional amendment....
