There are no guarantees that someone who is mentally ill and commits crime will not do it again. Thats doesn’t mean you should just jail everyone for life. And it doesn't mean you should just take some one example as the rule for half the country.

They were chronically underfunded hellholes functionally not much different from jail with a psych program. People on the right commonly like the idea, but not the reality of actually paying taxes to sustain these "big government" institutions.

Yes it can. I worked in 4 mental hospitals. In this case he is paranoid schizophrenic. Haldol would have prevented him from acting violently. Its cost more to pay for the homeless and the damage done by mentally ill millers. Many can even be treated outpatient as long as they cant refuse treatment. I treated many extremely violent patients. I remember one we gave him Thorazine because he was always starting fights with the women.

Haldol needs to be taken to work, so no, there is no way to guarantee that once released there will not be another violent episode.
