How can we combat welfare fraud?

A few years ago there was some controversy about a local paper publishing the names, addresses, and salaries of all public employees. I was opposed for safety reasons, but of course the paper's rebuttal was that it was an "accountability issue" and anyone on the govt payroll should not expect privacy.

My question is this: If what they say is true, why not post a databank of everyone sucking from the govt teat? Wouldn't that cut down on cheats? Don't people have the "right to know" if that guy working under the table is also getting gubmint cheese?
