Sorry, *****...but if you pass the Ranger Course you're classified as a qualified Ranger whether you served in a Ranger Battalion or not.
One of the hardest parts of being a Ranger is passing Ranger Qualification.
Once you've done that you can volunteer to go to a Ranger Batt....but not everyone who passed the course is allowed to be assigned to that position. He was an officer, so slots in the 75th Ranger Regiment were few and too many qualified to serve. He did serve in combat with 101st Airborne, the same unit as "Band Of Brothers". Still, If he wore the tab....he's a Ranger.

Is it mandatory for you to be assigned to a Ranger Battalion after RASP, or can you get assigned to any random unit?

My guess is because he was a junior officer serving in combat units....he had more combat experience, or the same combat experience as the folks serving in the 75th. It all depends. His training in the RASP helped him to plan missions without having to read the Ranger Handbook. Apparently he was so skilled at what he did they put him in charge of counter-insurgency training in Afghanistan.
