Actually there was a period in early-mid 1930s where Germany did send 'troops'/Advisors and weapons +gear to Nationalist China, for their fight against Japan. Especially for their air force.
Followed by Italy, then Russia, before the USA sent over the AVG ~ Flying Tigers.
China's fight against Japan was a "proving grounds" for weapons and tactics as well as the Spanish Civil War. The 1930s saw a lot of flux in European "aid"/Participation in regional conflicts of the time.
