HIMARS technology is not new, this is 30 years old. The Russians use the same approach they did in WWII, they carpet bomb with artillery, where these can put a warhead 10 feet from a target and they can then move the launcher in seconds after its launch. Expensive wonder weapons have their purpose, but this artillery is perfect for this kind of conflict.
