The Clintons had a highly secure email server in their home, because Bill Clinton was the former president of the United States of America and was frequently called upon to consult with subsequent administrations. The email server was originally set up when Bill Clinton left office.

Also, government servers allocated some ridiculously small amount of email storage per employee because government hardware was not upgraded due to fund cutting and sequestration. Using her private server mount that had no such restrictions on her use and storage of email as SS.

This is likely the reason why every administration has used private servers in the White House, including the Trump Administration.
