High Level Federal Staff Positions Near All-Time Lows, Why is DJT Not Bragging About Saving Money?

Trump had mentioned he was going to cut some positions to save money for the government, and despite the fact he has left many positions empty... which many of them are critical positions that need to be filled including several ambassadors to other countries, why hasn't Trump been out bragging about the amount of money he has saved by not filling these positions?
