According to the transcript the druggie in the wheelchair (who is quite capable of standing on his own) threatened to hit the civilian women.

The officer restrained one of his arms so that he couldn't hit her. At that point the druggie hits the officer in the face with his other hand.

That is when the cop hits him and takes him down and cuffs him.

The officer was charged with misdemeanor assault on two counts.
