Criminally and civilly prosecute those who sell guns to shooters. Including the manufacturers.

They'll put a really tight control of guns after they start losing money.

But the could, that's the point. Most distributors of products have to sign all sort of restrictions on how they market and sell products. For instance, you can't buy certain cold remedies off the shelf when they figured out they could be converted to crystal meth. The manufacturer and the government cracked down.

Here's the problem. The gun industry WANTS crazy people to have guns. They WANT criminals to have guns. Nobody buys a product they never use unless they are damned scared.
