It was tragic. But what you are suggesting wouldn't work. She wasn't alone. There were dozens of people behind her. No way to know who was armed in that crowd. The officer knew colleagues had been hurt already. He also knew that there was nowhere to go from where he was, since a few feet from him civilians where evacuating.

He loses control, civilians will be attacked. As I said tragic. But kind of inevitable. The fact that it didn't turn into a complete bloodbath is a testament to the restraint shown by law enforcement that day. Something they paid dearly for.
