I think you are wrong. Sessions has to sign off on all funding for all investigations including Mueller's. A primary duty of the AG is to make sure the money he receives from Congress is used effectively and efficiently, so it is reasonable to demand Mueller show him how the money is being used and if there is no evidence of collusion, there is no justification for continuing to have a special counsel.

As for impeachment, unrecusing himself is not a crime but simply a reversal of an earlier decision Sessions, himself had made, there would be no legitimate grounds for impeachment and I seem to have more confidence than you that there are at least a few Democrats who balk at such an abuse of power.
