The CDC guidelines established the criteria for opening. Had we stuck with them we would have been in a much better position today in the fight against the virus. However in April, Trump was urging governors to open schools and businesses. He threaten states with loss federal funds. Coupling threats from the White House and pressure from businesses, most of the governors caved and began opening their economies even thou they did not meet the CDC guidelines. Trump obliged by lower guidelines for schools and business openings. In essence we gave people some relieve as the hospitals began to recover and the economy a boost but now it's time to pay the piper.
