Heavy rains in NYC, flooded subways, etc: Who gets the blame?

Probably garbage from dirty street anarchist verminous louts and muslim swine clogging the drains?

Out west where illegals toss out everything from mattresses to automobiles willy-nilly to clog up runoff.

Bad time of year for this. Even if catch basins have been cleaned recently, all the leaves falling add to the potential for clogging.

We have something called the Ontario Sunshine List and the number of government employees from municipalities on up making hundreds of thousands of dollars a year is frightening.

Real tough to increase the size of storm sewers and regular sewers in NYC due to the size, age and development level.

Most of NYC is combined sewers, that carry both sanitary sewage and storm runoff. System has to be designed small enough to keep nominal flows during dry weather but large enough to handle storms.

The solution is to separate the systems, but that would be billions if not trillions of dollars of work.
