Heavy rains in NYC, flooded subways, etc: Who gets the blame?

Infrastructure is socialism.
That is the Progs answer to everything. New York is a corrupted city like many others. Human infrastructure is paid off before physical infrastructure. The city infrastructure was built in an era when men were more manly and a lot of it may have been private concerns. The subways need massive renovations. When they were built it may have cost pennies on the dollar what it may cost today to build new ones. Renovating them is a choice between paying off human employment, providing huge discounts due to the expenses accrued, human lack of disciplines in living and just plain corruption. In other eras they built things fast and on time and within budget for the most part.

I live in NYC, and what happens in NYC tends to have a ripple effect on the country.

Can you answer yes or no, or is your empty, room temperature IQ head too vapid for that?

I was born and raised in New York. I spent the first 26 years of my life there- still the longest I’ve ever lived anywhere in my life. I attended college there- at Columbia University. I started my first few businesses there. I learned everything about life there, that has made me the man I am today.

How is it that N. Korea has a better subway system than NYC and SF is puzzling.

That swarmy asses like yourself believe that socialism is the answer to every aspect of living. Central, South America, the Islands just in the Western Hemisphere have live what you promote. For some reason the people living there come here in the tens of millions and more. Socialism has its benefits and its drawbacks, and it has had much more production of infrastructure in the past then now. There are people working in socialist employment with two homes and living the life of riley today as compared to a person many many decades ago providing for a family while working several times harder to build infrastructure. New York is still building a third freshwater tunnel from the rural areas that is near 30 years now when the first two were built in a couple of years or so a century ago. If today's way was the norm a century ago, New York would be a great socialist slum looking like great ghetto cities on the planet. And it will become one at some point.

Indeed, When the NYC stopped cleaning and maintaining sewers on corners and low areas and the N.Y. State Dept. of Environment took over this is the results.
As a former resident, I can tell you that both the City and State government has refused to address the need to update the city's public sewage system to control storm water runoff and raw sewage..
Streets regularly flood in Brooklyn and Queens and Subways are affected by the flooding..
In the end it's all about the City abandoning the issue and turning it over to the State run D.O.E. that treats the issue as a non-important entity.
To that point, It's no different in cities like Syracuse, Rochester, or Buffalo...
Seasonal flooding is a given.

More people live in NYC than in 12 other states.
Gaia caused this problem stalling a storm over NYC. Something like 3 inches of rain fell in 20 min. over parts of the city.

Years ago in Queens I saw workers cleaning out a drain. They had a flexible pipe that covered the entire hole.
