I'm sorry. Last I looked most government agencies don't act unilaterally and call shots without direction or approval from their leaders. Why didn't we just use the WHO tests that were offered until we could create enough of our own? But, that would require someone sitting in the Oval Office who knew how government worked and the buttons they could press to clear the road. That ain't Trump.
