From Moscow's perspective it's true. Almost all of the cannon fodder comes from the minority periphery- Buryats, Dagestanis, Tuvans. Plus conscripts from the occupied areas in Ukraine, or mercs from Syria and other places outside Russia.

Not "real" Russians, they are expendable and no political backlash. The casualties from the Western and Central districts trend more to the officers than enlisted.

There is a lot of reporting on this. Also well documented that the people from places like Moscow and St. Petersburg don't often enlist in ground forces. They go to the space/air forces, navy, and strategic missile forces because that's where the promotion path is best.

The ethnic hinterlands are economically depressed and joining the army is the only way out for many young people.

One-fifth of Ukrainian territory is under Russia’s control, with Donbas “almost entirely destroyed,” Ukrainian President Volodymyr Zelensky said while addressing Luxembourg's lawmakers on Thursday.

“As of today, about 20% of our territory is under the control of the occupiers, almost 125 thousand square kilometers. This is much larger than the area of all the Benelux countries combined," Zelensky said to the Chamber of Deputies of Luxembourg via video link.
