the same reason he left the troops and kept Bagram secured .. to have the resources already in place just in case we need to quickly surge troops in to protect the Afghan gov from the Taliban .. for example we still have billions worth of military equipment in Kuwait for such a need .. but as far as protecting the Afghan gov the equipment left there was wasted because of Briben disastrous withdrawal ..
