I think that Hamas signed a Pledge of Support to the Palestinian Authority, should the PA make a bid to sign the Treaty and then application.

My understanding is that the PA is waiting on some legal research and opinions on the consequences of signing onto the ICC process.

Since the HAMAS Pledge is not in the open domain yet, it would be interesting to see if it is an open pledge, or accompanied by proviso's.
