Haitian government

I am sitting here watching CNN and seeing ALL of the different organizations taking donoations for relief in Haiti. From some reports, Americans have already given over $240M out of their own pockets, not to mention the $1B promised by President Obama. Who will be the ultimate owner of all of this money and who will determine how it is spent? Based on history, the Haitian government is not exactly the best thing running. Is this REALLY a good way to spend our money?
