He said exactly what he was saying before he was elected.
He said "repeal and replace".

Now what does that mean?

That means that some of the provisions that sounded good, and actually provided what Obama claimed, would be in the new program. But the Affordable Care Act will be deep-sixed.

That's likely because he's starting to hear from Repubs in the legislature that in their particular states, a blanket demolishment of the ACA will kill them politically.

And healthcare stocks are falling because hospitals, clinics, etc. don't have the funds to overhaul the system they've been putting into place over the last 6 years to be compliant with ACA laws.

I agree it needs a major overhaul, but it is a start to help the people against corruption..

Obamacare will be repealed.
However, provisions have to be made for all of the people that have lost their coverage because of it's implementation.
