That’s never how it’s worked. The Supreme Court delegates authority to the lower courts, just as executive branch members are delegated authority by the president. Your solution is a prescription for chaos. The lower courts were created to only send the most important cases to SCOTUS, but the executive doesn’t get to decide which ones they are.
We've never had District courts issue blanket TRO's against the executive in this volume or manner before.
