They’ve tried that before. Unfortunately, criminal gangs rarely issue membership cards or keep comprehensive admission documents on file.

It has been successfully argued by defense attorneys over and over that, “Yes, my client has a gang tattoo, or wears gang colors, but those are aesthetic fashion choices and not proof they are in a gang”.

That makes any law to punish gang members more harshly effectively unenforceable.
