There would have been no indication Cohen would need a pardon, prior to that raid. Do you want Trump to issue a preemptive pardon to anyone who might know where a body is buried?

{persnickety on} Absolutely there was such indication prior to that raid, as the justification for the raid on the President's private lawyer was evidence for criminality so extensive as to convince a judge, and that was months in the making. Moreover, Trump knew quite well there was enough there that would require a pardon. After all, he himself requested it.

But Trump couldn't issue a preemptive pardon, and also not one after the fact, because it would make him the co-conspirator in most of Cohen's crimes, and even more obviously so than without it. That's why, I suspect, Cohen decided to cooperate with the prosecution.
