Gov. Rick Perry appears to be quite sad and pouting at this meeting. Guess he can't stand the fact that another elected official would be having a lighter moment with the president when all he can do is remain in his full gloom and doom mode as usual.

You're wrong about Perry as Perry made no promises that he would shore up GOP support for the supplemental spending package.
