There are people whose jobs take them overseas for a time. People who are in hospital and can't get to the polls - all kinds of reasons why mail in ballots are needed.

Believe it or not I actually witnessed a man on a stretcher being brought in because he insisted on voting in person. Absentee ballots were not used as much then, but that man was going to vote at the Polls!
