It is no surprise that GOP governors are in favor of the stimulus package, while GOP in Congress oppose it. The governors see it as a way to bail out their states in a time of fiscal crisis. The congresscritters see it as a way to score political points with the limited government people who (they hope) will reelect them.
If the stimulus package helps, or if the economy turns around on its own, which is more likely, then the GOP in Congress can simply point out how much better off we'd be without the massive debt. They won't, of course, point out that the debt was already massive due to Republican economic policy, but can now blame the entire thing on "liberals" or "leftists." If, on the other hand, the economy worsens, they can say, "See, I told you so. Obama's liberal bailout plan didn't work."
Never mind that the stimulus plan started while Bush was pres. That's immaterial to the spin they'll want to put on the whole thing. You see, it's a win- win for Congressional GOP: Either the plan worked, but we're saddled with a "liberal" debt, or it didn't work, and they told us so.
It's called partisanship, not ideology. Ideology has very little to do with what either party does. Partisanship and scoring political points is the name of the game. The governors can score points by keeping their states afloat, so they favor the bailout.
My cynicism will usually lead me to the truth when it comes to politics.
