Private companies and local/state governments are free to enact whatever paid sick leave policy they want.

Do you know what FMLA is? It is called the Family Medical Leave Act, and government agencies and companies with 50 or more employees that work at least 20 weeks per year are FORCED to comply. The only difference between the it and the one proposed, is that companies would have to pay it and not just allow the people to keep their job while gone. It should be no big deal to do so given the federal government is basically offering to pay the companies back for doing so during a crisis like this one.
Business Criteria
Public schools and local, state, and federal government agencies must follow FMLA laws. In the private sector, businesses that employ 50 or more employees for at least 20 workweeks within the current calendar year or the preceding year are required to adhere to FMLA laws.
Employee Eligibility
Just as all businesses are not required to follow FMLA laws, not all employees are eligible to take FMLA leave. To be eligible to take the leave, employees must work for the same employer for 12 months or longer. During the 12-month period, employees must work at least 1,250 hours for the same employer.
